The plan adresses many important points. However the article does not mention a crucial point. The Palestians need a security guaranty against further annihilation by Israel. The projects of air and sea ports in Gaza didnt wither away. Theu got bombed to shreds by Israel, who never wanted a functioning society in Gaza or the Westbank.
Unless there is a credible security guaranty, all rebuilding efforts could be wiped out on another genocidal whim of Israel.
A good starting point would be processing the top 1,000 Israeli war criminals at the ICC, as well as full surrender of all records, footage, social media posts, intelligence information and so on about all active duty IDF soldiers to the ICC. All IDF soldiers should receive electronic tracking devices so they can be brought to justice once the ICC decides to do so.
Furthermore Israel needs to join the ICC and disclose and dismantle all its nuclear weapons and possible other biological and chemical weapon stockpiles.
Of course Israel would never agree to any of this, unless forced to by its western allies.
