IIUC,
the US had/has a Communist party, and you could probably sell copies of Pravda;
while the USSR had no liberal party, and it’s doubtful you could have a copy of the NYT.

Presumably to many of those 2 million, $5 million is quite an investment;
nor, IIUC, is it citizenship, and as such, they might still be liable for taxes in their own country.
Other countries might be offering better terms, such as Canada, Mexico, UK, or EU members.
Conditions in the US aren’t as bad as Russia in 1917 or China just after the war years (i.e. WWII).
10s of millions or American sheeple tolerate corporations because they are politically stupid and dependent (or think they are necessarily dependent) on the system.
