The article didn’t do justice to the bullying motive
By defending congestion pricing, Hochul is … also setting an example to other governors in her party: If she succeeds, she may embolden others. Caving to Trump’s bullying would be a huge mistake, considering that Trump clearly sees killing the policy as a flex for his new autocratic powers.
I wouldn’t be surprised if the bullying was the entire point, it would be consistent with other Trump behaviors. He sees a Democrat governor trying to “get away with” something he doesn’t like. He needs to keep her in line, to set an example, to show the other states who’s boss.
It’s also yet another example of Trump trying to rule by his whims. There’s no national interest here, there’s no national escalation, there’s only his personal preference that he considers more important than the people who live there or their elected government
